Licensing in the sphere of peaceful utilization of nuclear energy

The Decree of the Cabinet of the Republic of Uzbekistan No.663 of 28.10.2020 has approved the Regulation “On the procedure for licensing activities in the field of nuclear energy use”.

In accordance with article 20 of the Law of the Republic of Uzbekistan “On the use of nuclear energy for peaceful purposes” No. ZRU-565 of 09.09.2019, the following types of activities for the use of nuclear energy are licensed:

(a) for operating organizations

  • construction and operation of nuclear installations and / or storage facilities;
  • management of radioactive substances, nuclear materials and radioactive waste.

(b) for other legal entities

  • design and construction of nuclear installations and (or) storage facilities, operation of radiation sources;
  • design and manufacture of equipment for nuclear installations and (or) storage facilities, radiation sources;
  • conducting an expert assessment of the safety justification of nuclear energy use facilities and (or) activities in the field of nuclear energy use;
  • management of radioactive substances and nuclear materials, including their use, transportation (transportation) and storage;
  • management of radioactive waste, including its processing, transportation, storage and disposal;
  • conducting research on objects of use of atomic energy;
  • import and export of nuclear materials, equipment and technologies for nuclear installations and (or) storage facilities;
  • provision of services in the field of nuclear energy use;
  • training, retraining and advanced training of personnel required for the operation of nuclear power facilities.

The license is issued to carry out the above-mentioned activities for an unlimited period only to legal entities.

An application for the license with all necessary documents is to be submitted to the State Agency for industrial safety of the Republic of Uzbekistan. The amount of the state fee for submitting an application is 4 basis of calculation[1]. The decision is made within 10 days from the date of the examination of the security justification (but no more than 30 days from the date of receipt of the application, and the time of organizing and conducting the examination is not included in these terms). After receiving the decision to issue a license, you will need to pay a state fee of 10 basis of calculation.
