Plans to reduce bureaucracy in Uzbekistan
On December 10 of the current year, a draft project of the President Decree “On measures to create favorable conditions for the population and entrepreneurs and drastically reduce bureaucratic barriers” was published on the SOVAZ portal (System for assessing the impact of legislative acts).
The project aims to eliminate bureaucracy, censorship and other administrative hindrances in the provision of public services, as well as to drastically reduce outdated procedures that do not meet modern requirements.
In particular, the following measures are envisaged for legal entities from March 1, 2021:
- representatives of legal entities (business entities) are allowed to pay fees and state fees for the provision of public services in cash;
- excessive payments made by legal entities in the provision of public services, as well as the amount of additional fees for non-provision of public services are reimbursed by the extra-budgetary fund of the Agency for public services (hereinafter – the Agency) in a simplified manner;
- if the necessary documents for obtaining a public service are missing or contain correctable errors, the Agency is obliged to give applicants the opportunity and time to correct them, without refusing to provide a public service. In this case, the period for consideration of the application is suspended for the time provided by the competent authority to eliminate errors and submit missing documents;
- when issuing documents as a result of rendering a public service by applying a QR code (matrix barcode), the procedure for issuing duplicate documents is canceled. Citizens, business entities, state and economic management bodies, and local self-government bodies receive these documents in electronic form through the Unified portal of interactive public services (in subsequent places – EPIGU) in unlimited quantities for free;
- several other improvements.
From July 1, 2021, it is prohibited to provide public services on the basis of internal documents of ministries, departments and organizations, as well as to coordinate the amount of fees and other payments charged for public services with internal documents. In this regard, the amounts of fees and other payments charged for the provision of public services are approved on the basis of normative legal acts.
The project also provides for other measures to improve the system of provision of public services.
