3. Republican executive authorities.
4. Public administration bodies to be abolished.
The implementation of large-scale administrative reforms aimed at creating an effective management system is an important condition for the governance of the state. In order to reduce bureaucratic barriers and improve the system of public service delivery, the Order of the President of the Republic of Uzbekistan (hereinafter – “RUz”) dated 21.12.2022 No.269 (hereinafter – “PO № 269”) “On measures for the implementation of administrative reforms of the New Uzbekistan” was adopted. This memorandum deals with the new structure of executive power within the framework of the new administrative reforms.
According to p. 9 of the “PO № 269”, the compact, unified system of republican executive authorities includes ministries, committees, agencies and inspectorates. As of 1 January 2023, the number of independently operating republican executive bodies has been reduced from 61 to 28:
- 21 ministries (listed in p. 12 of “PO №269”).
- Committee for Development of Competition and Consumer Rights Protection of RUz.
- The Agency of Preschool Education under the Ministry of Preschool and School Education of RUz.
- Agency for Innovative Development under the Ministry of Higher Education, Science and Innovations of RUz.
- Agency for agricultural services under the Ministry of Agriculture of RUz.
- Inspection for control in the sphere of construction and housing and communal services under the Ministry of Construction and Housing and Communal Services of RUz
- Inspection for control over the use of electricity, oil products, and gas under the Ministry of Energy of RUz.
- Inspection for control of mining, geological, and industrial safety under the Ministry of Mining and Geology of RUz.
Republican executive authorities.
- Ministries.
According to paragraph 10 of the “PO № 269”, a ministry is a republican body of executive power, that develops and implements a unified state policy in the relevant spheres, coordinates the activities of executive power bodies in a certain direction, as well as organizes internal management activities based on the unity of command.
As part of the first phase of Uzbekistan’s administrative reforms, the number of ministries has been reduced from 25 to 21. In particular, it is worth noting that the Ministry of Economy and the Ministry of Finance were merged into one Ministry of Economy and Finance, and the Ministry of Preschool and School Education was formed after the merger of the Ministry of Preschool Education and the Ministry of National Education. Also, in accordance with paragraph 13 of Order No. 269, the list of republican state administration bodies to be reorganized as of 1 January 2023 was approved.
According to Annex No. 1 to the “PO № 269″, the following ministries have retained their organizational and legal form as ministries (however, there are some changes related to the name):

In order to optimize the structure of state bodies, the following ministries have been reorganized into agencies:

- Committees
In accordance with clause 10 of “PO № 269”, a committee is a republican body of executive power that coordinates and regulates internal activities in the relevant sphere and organizes within-system management activities on a collegial basis, and functions under the organizational subordination of the ministry.
The Ministry of Natural Resources was established on the basis of the State Committee on Ecology and Environmental Protection of RUz, while the Ministry of Mining and Geology of RUz was established on the basis of the State Committee on Geology and Mineral Resources of RUz.
- Agencies
An agency is a republican body of executive power, carrying out as its main task the provision of public services in the relevant sphere and other law enforcement functions provided for by acts of legislation, and functioning under the organizational subordination of the ministry.
In connection with administrative reforms, the following agencies have been founded:

- Inspections
According to “PO № 269”, an inspection is a republican body of executive power that carries out as its main task state supervision and control in the relevant areas and sectors and functions under the organizational subordination of a ministry. Due to extensive administrative changes, the number of inspectorates has been significantly reduced by merging of two or three inspections. The following table describes the reorganization process.

The list of republican bodies of state administration to be abolished and their tasks and functions to be transferred to the relevant ministries and departments is defined in Appendix No. 3 to “PO № 269”:
