Types of constructions activities that require licensing

• Design, construction, maintenance and repair of bridges and tunnels

(licensor: Cabinet of Ministers of the Republic of Uzbekistan)

• Design, construction, maintenance and repair of defense facilities

(licensor: Cabinet of Ministers of the Republic of Uzbekistan)

Regulations on the licensing of activities for the design, construction, operation and repair of defense facilities, approved by the CM Decree of 24.09.2003, N 410

Decree of the President No. UP-6044 dated 24.08.2020 revoked licenses for the design, construction, maintenance and repair of bridges and tunnels and for the design, construction, maintenance and repair of defense facilities.

• Design, construction, operation of high-risk facilities and potentially hazardous industries

(licensor: Cabinet of Ministers of the Republic of Uzbekistan)

Regulations on the licensing of activities for the design, construction, operation of high-risk facilities and potentially hazardous industries, approved by the CM Decree of 24.09.2003 N 410

• Development of architectural and town planning documentation

(licensor: the Ministry of Construction)

The license includes:

– engineering surveys for the construction of facilities,

– development of preliminary and final feasibility studies and feasibility studies,

– design of buildings and constructions,

– development of design estimates for construction,

– expansion, reconstruction, technical re-equipment and major repairs of buildings and constructions of civil, industrial and other purposes and their complexes, engineering and transport infrastructure, as well as large-sized and non-standard equipment and (or) its elements performing supporting functions, with the loss of strength, stability and reliability of which there is a threat to the safety of people or large material losses;

• Activities of production of repair, construction and installation works at heights using industrial mountaineering methods

(licensor: the Ministry of Construction)

• Design, construction, operation and repair of gas pipelines, oil pipelines and oil product pipelines

(licensor: Uzgosneftegazinspektsiya)

Regulations on licensing activities for the design, construction, operation and repair of gas pipelines, oil pipelines and oil product pipelines, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated June 12, 2018 No. 444.

• Design, construction, operation and provision of telecommunications network services

(licensor: Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan)

Regulation on the licensing of activities in the field of telecommunications, approved by Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 22, 2000 No. 458.

• Licensing of activities for  examination of construction projects is canceled in accordance with the Decree of the President No UP-5445 (item 2). Instead of licensing, accreditation will be introduced for entities carrying out expertise of construction projects.
