Establishment of the Center for Organizing Effective Use of Empty Facilities
On December 17, 2020, the government decided to organize a Center for the Organization of the Effective Use of Empty Facilities in accordance with the Resolution of the Cabinet of Ministers dated December 17, 2020.
According to this Resolution, the Center will be organized under the State Assets Management Agency of the Republic of Uzbekistan.
The main tasks of the newly organized Center will be:
- identification and accounting of empty non-residential buildings and structures, unused production areas of all categories, regardless of the form of ownership;
- organization of maintenance and effective use of empty state property, including their lease;
- accounting and monitoring of leased state property objects, as well as funds received from their lease;
- control over the intended use and maintenance of leased out state property, as well as over the timely and full payment of lease payments;
- conducting inspections of the content and effective use of state property objects assigned to state institutions (enterprises);
- seizure of an excess part of state property objects transferred to state institutions (enterprises) on the basis of operational management, as well as objects that are not used or used for other purposes;
- taking decisions on the demolition of state property, recognized as unsuitable, based on the conclusions of the Inspection for Control in the Construction Industry;
- providing comprehensive practical assistance in leasing vacant private property at the request of their owners.
The center is the legal successor of the abolished state unitary enterprises “Center for State Property Lease” under territorial units of the State Assets Management Agency of the Republic of Uzbekistanfor all rights and obligations, including contractual relations.
It should be noted that the procedure for leasing state property is regulated by the Resolution of the Cabinet of Ministers No. 102“On measures to improve the procedure for leasing state property” dated April 8, 2009. In addition, on June 16, 2018 the government adopted the Resolution of the Cabinet of Ministers No. 454 “On approval of the Regulations on the procedure for conducting electronic auctions for the sale of state property and leasing state property”.
