Introduction of pre-qualification selection

In order to introduce transparency in public procurement, a separate procurement procedure was adopted for individual enterprises. Namely, the Standard Regulation on the Procedure for conducting pre-qualification selection by procurement commissions of corporate customers dated 09.10.2021 No. 3324 (hereinafter – the “Regulation“) was approved.

According to the Regulation, now corporate customers, namely, customers listed in Appendix No. 1 to the Decree of the President No. PP-5171 dated 02.07.2021 (for example, Navoi MMC JSC, Uztransgaz JSC, Uzbekhydroenergo JSC), will have to make pre-qualification selection before selecting the best offers and before holding a tender.

It is important to note that the result of the initial selection will not be the basis for concluding a public procurement contract. Participants who have passed the pre-qualification selection will be able to participate in the main purchases of corporate customers, but not more than 1 year.
