Licensing of electricity market participants
According to the Regulation on Licensing Activities in the Electricity Sector, approved by the Resolution of the Cabinet of Ministers No. 91 of February 13, 2025, electricity storage and power supply activities are now subject to licensing. Regulation is carried out by the Agency for the Development and Regulation of the Energy Market.
According to the Regulation, only legal entities can be licensees.
A license is required for the following types of activities in the electricity sector:
- Electricity generation;
- Energy transmission;
- Energy distribution;
- Energy storage;
- Power supply;
- Centralized energy procurement;
- Wholesale energy trading;
- Electricity market operator.
It is important to note that a license is not required in the following cases:
- When generating and storing electricity without connection to the general grid;
- When generating electricity at power plants with a capacity of less than 5 MW;
- When storing energy for personal use.
The application review fee is 2 BСV (750,000 UZS). The licensing fee is 30 BCV (11.25 million UZS). Additionally, there is an annual fee payable by the enterprise.
When conducting licensed activities, electricity enterprises must ensure the security of power supply, maintain established electricity quality standards, comply with tariff regulation requirements, and consider environmental protection, energy efficiency, and energy conservation.
