New rules for processing goods in customs territory has been introduced

By the Resolution of the Cabinet of Ministers No.555 dated 02.08.2025, the Regulation on the customs regime “processing in the customs territory” was approved. This Resolution supplements the regulation provided by the Presidential Decree No.115 dated 25.04.2022.

Goods are placed under the customs regime of “processing in the customs territory” on the basis of the Customs Code of the Republic of Uzbekistan and a processing permit (permit).

  • To obtain permit, an authorized person submits an application to the customs authority in the territory the processing procedures will be carried out.
  • To obtain permit to process special types of goods – an application is submitted to the State Customs Committee through the official website of the Committee <new.customs.uz>.

The following documents are attached to the application to obtain permit:

  • information about the production process;
  • the standard for the output of processed products determined by the authorized person;
  • information about the method of identifying goods in processed products established by the authorized person;
  • the necessary contracts for processing operations.

The customs authority will review the application and the documents attached to it within 10 working days. The permit is issued for the period specified in the application, but not more than 2 years.

Also, Resolution of the Cabinet of Ministers No.555 dated 02.08.2025 has been supplemented with a list of goods whose processing is prohibited both within the country and abroad. This list includes uranium and other radioactive materials, kaolin and quartz sand.
