The Involvement of Private Sector in Spheres Regulated by the State

According to the new Decree of the President of the Republic of Uzbekistan No. PP-4913 dated 07.12.2020, new measures are being implemented to develop private sector and reduce state participation in the country’s economy.

Namely, it is emphasized that according to PP-4270 of 05.04.2019, from January 1, 2020, an experiment on the introduction of the Institute of cadastral real estate engineer is being introduced in Tashkent and the Tashkent region. Thus, business entities that have a certificate from the cadastre Agency are granted the right to perform certain functions of the cadastre bodies, for example, preparing a cadastral file. This experiment is being implemented until December 31, 2022. It is specified that prices for services will be set by the business entities themselves. At the same time, it is important to note that the preparation of the cadastral file will be carried out through a special automated system and will be controlled by the cadastre Agency.

In addition, from March 1, 2021, business entities are now given the opportunity to participate in a competition through electronic auctions for the right to organize the installation of special photo and video recording devices on roads to detect traffic violations, as well as the right to install stationary weight and dimensional control points on roads.

In addition, from April 1, 2021, business entities that have a license to provide non-state educational services for training, retraining and advanced training of drivers are granted the right to conduct examinations for obtaining a driver’s license (for all categories of vehicles except tram and trolleybus). It is specified that the conduct and evaluation of exams is fully automated.

Moreover, from March 1, 2021, business entities with the appropriate certificate are entitled to participate as an agent in the provision of certain types of public services by state bodies and organizations.

It is established that from June 1, 2021, the implementation of the functions of state bodies and organizations to ensure and maintain internal administrative and economic activities is transferred to the private sector.
