1. Product Conformity Assessment Procedure
According to Article 21 of the Law on Technical Regulation, conformity assessment is an activity aimed at determining whether products, production processes, services, management systems, or personnel (hereinafter—objects of assessment) meet the requirements of regulatory documents in the field of technical regulation, i.e., technical regulations and standards.
The conformity assessment procedure includes the following stages:
- Sampling;
- Testing and inspection;
- Evaluation and confirmation of conformity;
- State registration, as well as its combination.
According to Part 1, Paragraph 2 of Article 42 of the Law “On Technical Regulation,” the responsibility for conducting the conformity assessment procedure lies with the manufacturer, while the seller and importer are obliged to take corrective measures to ensure that the product complies with technical regulations or standards if they consider the product non-compliant. Conformity assessment in Uzbekistan is carried out by Conformity Assessment Bodies (CABs).

The specially authorized body in the field of technical regulation is the Uzbek Agency for Technical Regulation (hereinafter – the Authorized Body).
2. Forms of Conformity Confirmation
Based on the results of the conformity assessment procedure, compliance with technical regulations, standards, and other regulatory legal acts is confirmed. In Uzbekistan, conformity confirmation can be mandatory or voluntary.
Mandatory conformity confirmation, established in technical regulations, is carried out in the form of:
- Declaration of conformity;
- Mandatory certification.
Mandatory conformity confirmation ensures compliance with technical regulations. Voluntary conformity confirmation is carried out to demonstrate compliance with standards, including national, international, or regional standards (ISO, IEC, etc.), as well as foreign standards.
It should be noted that only products placed on the market in Uzbekistan are subject to mandatory conformity confirmation. The list of such products is provided in CoM Resolution No. 43 dated 30.01.2021.
Voluntary conformity confirmation is carried out at the initiative of the applicant under a contract with the CAB in the form of voluntary certification.
Objects of voluntary conformity confirmation may include products, production processes, services, management systems, and other objects subject to standards and contractual requirements.
2.1. Declaration of Conformity
A declaration of conformity is issued for products subject to mandatory conformity confirmation.
The completed declaration of conformity must be registered in the Register of Certificates of Conformity and Declarations of Conformity by the CAB. The declaration becomes valid upon registration in this register.
2.2. Certificate of Conformity
A certificate of conformity is a document confirming that assessment objects comply with requirements established by technical regulations and standards. Product certification is carried out by the CAB under a contract with the applicant.
A person who holds a certificate of conformity has the right to use the conformity mark in any manner permitted by national standards. The use of the conformity mark is based on an agreement with the certifying body that issued the certificate, and a fee is charged for its use.
3. Recognition of Conformity Assessment Results Conducted Outside the Republic of Uzbekistan
Certificates of conformity, declarations of conformity, and test reports issued outside Uzbekistan may be recognized in the following cases:
- If there is an international agreement on mutual recognition of such documents;
- If there is no accredited testing laboratory in Uzbekistan to conduct certification tests for the imported product.
4. State Registration of Products
Products that pose a high risk of harm are subject to state registration. Registration is permitted only if the product is safe for consumption or use in Uzbekistan. The list of products subject to mandatory state registration is defined in CoM Resolution No. 502 dated 14.08.2024.
5. Payment for Certification Works and Services
The cost of certification works and services is determined contractually between the applicant and the CAB. Payment includes actual costs and all expenses associated with the works or services, regardless of the outcome.
For the use of the conformity mark, a one-time fee of 50% of one base calculation value (187,500 UZS or approximately 14.50 USD) is charged to the applicant.
