  • Design, construction, operation and provision of telecommunications network services

Regulation on the licensing of activities in the field of telecommunications, approved by Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 22, 2000 No. 458.

  • Licensing of activities for  examination of construction projects is canceled in accordance with the Decree of the President No DP-5445 (item 2). Instead of licensing, accreditation will be introduced for entities carrying out expertise of construction projects.

Licensing and regulation of high-risk facilities, potentially dangerous industries and HPF
The Law of the Republic of Uzbekistan No. ZRU-701 “On Licensing, Licensing and Notification Procedures” explicitly mentions “design, construction and operation of high-risk facilities and potentially dangerous industries” among the licensed areas of activity. In this context, the legislator uses two key terms: high-risk facilities (HRF) and potentially hazardous industries (PHI).
High-risk facilities have a clear regulatory framework and their list was approved by Order of the Ministry of Construction and Housing and Communal Services, registered by the Ministry of Justice under No. 3557 dated September 30, 2024. This list includes, in particular, nuclear and nuclear facilities, power plants, oil and gas industry facilities, mines, as well as large energy and grid facilities.
Additionally, it should be noted that a license for the design, construction and operation of high-risk facilities, as well as potentially hazardous industries, can be issued by the Ministry of Construction and Housing and Communal Services of the Republic of Uzbekistan on an expedited basis within 10 days, as stipulated by Decree of the President of the Republic of Uzbekistan No. DP-157 dated September 8, 2025.

However, uncertainty remains at the legislative level regarding the term “potentially hazardous industries”, since separate acts that detail this concept are not currently provided for.
There is an independent and widely used concept of “hazardous production facilities” in the special Law “On Industrial Safety of Hazardous Production Facilities”.Although this term is not directly used in Law No. ZRU-701, in its content it is closely related to high-risk facilities and potentially dangerous industries.
According to article 4 of the said Law, hazardous production facilities include enterprises, their workshops, sites, sites and other production facilities where explosive and toxic substances are used or stored, high-pressure equipment is used, lifting mechanisms are used, metal melts are produced, and mining and underground work is carried out.

In addition, Resolution No. 271 of the Cabinet of Ministers of the Republic of Uzbekistan dated December 10, 2008 established the classification of acute respiratory viral infections according to the degree of danger into three types.
– The first type of facilities includes the most dangerous facilities where dangerous substances are present in quantities equal to or exceeding the limits set out in Tables 1 and 2 of Appendix No. 2 (for example, ammonia – 500 tons, chlorine – 25 tons, hydrogen sulfide – 50 tons).
– The second type includes facilities where dangerous substances are available in smaller quantities.
– The third type includes objects that pose a danger for other reasons (pressure equipment, lifting mechanisms, mining, etc.), even without storing large volumes of chemicals.

Thus, the operation of an HPF requires a license only in cases where the relevant activity is included in the established list (for example, the extraction and processing of oil and gas). In all other cases, the operation is carried out in compliance with the requirements of industrial safety, identification and state control, but without mandatory licensing.
