Cancellation of a number of licenses and permits in Uzbekistan
From August 25, 2020, Presidential Decree No. 6044 came into force, according to which some types of licensed activities, as well as some documents of a permissive nature, are canceled.
Namely, from January 1, 2021:
- licenses for 37 types of activities and 10 permits are canceled (see the list below);
- licensing of 16 types of activities and 11 permits is canceled by merging (see the list below);
- by implementing a notification procedure, 17 licenses and 14 permits are canceled (see the list below).
The Decree also reduced the time required for processing 14 types of licensed activities and permits by almost 2 times, as well as simplifying the procedure for obtaining 115 licenses and permits.
It is noteworthy, that the fee charged for the combined license is stored in a minimum amount of the state duty established for the activity cancelled by merging.
Moreover, from January 1, 2021, a new information system “License” will be introduced, which will be used for passing licensing, authorization and notification procedures. Namely, through this system, you can:
- submit an application for issuing a license and documents of a permissive nature or extending their validity and the documents attached to it;
- get electronic licenses and permits with a QR code;
- make electronic payment of state duties, fees and other payments.
In total, 70 types of licenses from the existing 266, as well as 35 licensing procedures from the existing 140 are canceled from January 1, 2021.
The List of certain types of activities that licenses are canceled or canceled by merging from January 1, 2021
Licensed activity
- audit activities;
- activities for the reproduction of audiovisual works, phonograms and computer programs;
- activities for the production of phonograms;
- activities for the production of securities forms.
- when licensing the design, construction, operation and provision of telecommunications network services:
- provision of data transmission network services by common use points, including common use points of small businesses in rural areas;
- operation and provision of telecommunications network services by small businesses in rural areas;
- provision of services by small businesses in rural areas from long-distance telecommunications networks;
- provision of international telecommunications network services by small businesses in rural areas.
- when licensing professional activities in the securities market:
- investment funds activity.
- when licensing the design, construction, operation and repair of bridges and tunnels:
- operation of bridges and tunnels.
- design, construction, operation and repair of defense facilities.
- when licensing activities for the design, development, production, sale, repair and use of cryptographic information security tools:
- design of cryptographic information security tools;
- repair of cryptographic information security tools;
- the use of cryptographic means of information protection.
- evaluation activities;
- real estate activities;
- trade in approved samples of uniforms of military personnel and employees of ministries, departments and organizations;
- mining of precious and rare earth metals, precious stones;
- pharmaceutical activities (with the exception of retail sales of medicines and medical devices):
- production of medical devices;
- manufacturing of medical devices;
- wholesale sale of medical devices;
- packaging and wholesale of medicinal raw materials of plant origin.
- when licensing activities for the design, installation, installation, repair and maintenance of fire automation, security, fire and fire alarm systems:
- design of fire automation, security, fire and fire alarm systems.
- when licensing activities for urban, suburban, intercity and international transport of passengers and cargo by road:
- urban and suburban transportation of goods by road;
- long-distance transportation of goods by road.
Permissive documents
- permission to attract foreign labor;
- approval of a set of measures to improve the financial condition of the insurer;
- certificate for the right to conduct Bank audits;
- expert opinion On projects and works on commissioning of objects, products and technologies in terms of their compliance with the established requirements in the field of railway transport;
- approval of the use of technical solutions in production to extend the service life of locomotives, freight and insulated wagons;
- approval of the project for the construction of new and reconstruction of existing enterprises related to the use of water resources and discharge of drainage and waste water;
- approval of design, construction, reconstruction of buildings and structures, water supply systems, Sewerage and waste water treatment, hydraulic structures, and other facilities for compliance with sanitary norms, rules and hygiene standards;
- permission for the design, construction or acquisition, installation, commissioning and use of cable television networks;
- permission to engage in coaching activities;
- passport of a physical culture and sports facility.
The List of certain types of activities for which the notification procedure will be introduced from January 1, 2021 instead of licensing and permitting procedures:
Licensed activities
- License for the production of jewelry and other products made of precious metals and precious stones;
- License for operation of pawn shops;
- When licensing professional activities in the securities market:
- the activities of the investment adviser.
- When licensing non-governmental educational activities:
- extracurricular education;
- professional development and retraining of personnel;
- organization of training courses in foreign languages.
- When licensing veterinary activities:
- veterinary medical and preventive work.
- When licensing activities for the design, installation, installation, repair and maintenance of fire automation, security, fire and fire alarm systems:
- design of fire automation, security, fire and fire alarm systems.
- Sales of petroleum products (gasoline, aviation gasoline, extrabenzene, diesel fuel, jet fuel, fuel oil, heating oil, petroleum bitumen, as well as technical oils and lubricants), except those packaged at the plant.
- License for geodesic and cartographic activities.
- When licensing activities for the production of food and technical ethyl alcohol, alcoholic beverages (except wine):
- activities for the production of beer and beer beverages.
- Retail sale of ophthalmic medical devices (optics) under pharmaceutical licensing.
Permissive documents
- Certificate of state registration of mass media;
- Permission for import and export of foreign and(or) national currency in cash by authorized banks:
- Import of cash foreign and (or) national currency.
- Permission to register a Bank branch;
- Certificate of inclusion in the Unified register of professional participants in the labor protection market;
- Certificate-permission for retail sale of alcoholic beverages;
- Certificate-permission for the right to sell alcoholic beverages by public catering enterprises.
- Passport of the bus station (bus station);
- Certificate of registration of activities with precious metals and precious stones;
- Certificate of registration for the sale of jewelry and other products made of precious metals and precious stones;
- Certificate of compliance of the design of a motor vehicle and (or) its part with road safety requirements;
- Permission to use high-frequency devices;
- Permission to operate family non-governmental pre-school educational institutions.
- Special permission for the alienation or transfer from one person to another by universal succession or otherwise of Museum items and Museum collections included in the National Museum Fund;
- Permission to carry out activities for the sale of cultural property.
