Implementation of the Rule of Law Index
The Resolution of the President of the Republic of Uzbekistan from 14 January 2021 introduced a mechanism for determining the state of rule of law in the Republic of Uzbekistan. The definition of the Regional Rule of Law Index is carried out through the automated information system “Huquq ustuvorligi” (System).
According to the mechanism envisaged in the Decree of the President, the Ministry of Justice annually together with the Republican Center for the Study of Public Opinion “Ijtimoiy Fikr” and other authorized bodies of state power and administration and public organizations conduct social surveys on the state of ensuring the rule of law among the population and experts through the System by March 1. Then, annually, by May 1, the Index of the Rule of Law of the Regions for the past reporting year is compiled with a summary of the data entered into the System. After that, annually, until May 15, the Ministry of Justice submits information on the results of the Regional Rule of Law Index to the Administration of the President of the Republic of Uzbekistan, the Chambers of the Oliy Majlis, the Republican Council for Working with International Ratings and Indices and ensures its publication in the media.
It has been established that the Rule of Law Index of the Regions is determined on the basis of statistical indicators and the results of sociological surveys conducted in the following areas:
- compliance with legislative acts;
- ensuring the rights and freedoms of citizens;
- justice and execution of court decisions;
- establishing law and order and ensuring security;
- effective control over the activities of local executive authorities;
- effectiveness of combating corruption;
- transparency of government institutions.
