By the Decree of the President No. UP-6320 dated 07.10.2021, a number of amendments were made to legislative acts regulating land relations.
In accordance with these changes, now land plots on the territory of the FEZ (free economic zones) are allocated to the Counsel of the FEZ on the right of permanent use with the right to dispose of them. However, the exception is the land plots of special industrial zones. In addition, land plots whose boundaries are defined in investment applications and approved by the SEZ Council will be put up for electronic online auction. At the same time, coordination with other organizations or inclusion in the “YERELEKTRON” system is not necessary. The winner of the online auction will receive the right to lease a land plot with the subsequent conclusion of an investment agreement with the terms of the lease. All funds received for the lease of land plots are spent on the construction and improvement of external and internal engineering, communication and production infrastructure.
In addition, land plots of small industrial zones will be allocated in the same way, and the funds received from the lease of these plots should also be spent on the construction and improvement of external and internal engineering, communication and production infrastructure.
Moreover, if earlier land plots on the territory of the Yashnabad district were allocated to residents of the Yashnabad technopark through the khokimiyats of the city of Tashkent, now they will be allocated through online auctions.
Furthermore, now PPP in the field of preschool education also applies to land relations, in particular, now land plots transferred for permanent use for state and public needs will be leased free of charge. In addition, land plots of permanent use will also be provided free of charge for the construction of facilities of non-state preschool educational organizations under the condition of reconstruction of existing state preschool organizations.
