Control in the field of urban development has been strengthened

On 23.11.2023, Resolution No. 619 of the Cabinet of Ministers of the Republic of Uzbekistan “On amendments and additions, as well as invalidation of certain decisions of the Government of the Republic of Uzbekistan aimed at improving licensing procedures in the field of urban planning” was adopted (hereinafter referred to as the “Resolution”).

The Resolution was adopted to eliminate administrative barriers in the field of urban planning by improving the procedure for issuing permits in urban planning activities and further improving the quality of construction and installation work.

From March 1, 2024, all licensing and accreditation requirements and conditions established by this Resolution will come into force for legal entities or individuals (licensees) licensed to carry out certain types of planning and construction activities (licensees), and legal entities examining urban planning documentation.

It was decided to introduce the procedure for issuing licenses to foreign legal entities with a permanent representative office in Uzbekistan in licensing certain types of design and construction activities. Also, in this licensing area, the application processing time has been reduced by 15 to 10 days and the requirements for the number, length of service, and information about employees have been strengthened.

In the field of accreditation of legal entities examining urban planning documentation, it is now necessary to submit an expert opinion to the national information system “Transparent Construction”. Moreover, in this area, the prevention of conflicts of interest in the examination of urban planning documents begins.

From April 1, 2024, the Inspectorate for Control in the field of construction and Housing and Communal Services must conduct an instrumental technical inspection of facilities built without registration and stop issuing permits for the operation of buildings and structures built without prior registration with the Inspectorate for Control in the field of Construction and Housing and Communal Services.
