Law “On amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with improving the system of providing public services, protecting the rights and legitimate interests of business entities” has been adopted.

Taking into account the recent efforts of the country to gradually reform the system of public services and support and protect entrepreneurs, it was necessary to take further steps to eliminate unnecessary bureaucratic barriers in the activities of government agencies, introduce new mechanisms to support and protect the rights of entrepreneurs, increase the volume of public services provided and intensify the activities of non-governmental archives.

In this regard, on February 7, 2024, Law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with improving the system of providing public services, protecting the rights and legitimate interests of business entities” was adopted. The law introduces amendments and additions to some legislative acts of the Republic of Uzbekistan, in particular, the requirement to submit copies of payment documents on payment of state duties, fees or other payments for acceptance of applications from individuals and a legal entity submitted to state bodies and other organizations, or for state registration, has been abolished.

Law simplified the procedure for entering legal entities into the Register of Private Employment Agencies.

The Law “On Mass Media” and the Law “On advocacy” have been amended to shorten the time for consideration by the registration authority of applications for registration of mass media. In particular, the Law “On Mass Media” now sets a 10-day period instead of a 15-day period.

The Law “On state duty” was amended, according to which the amount of state duty required for registration was reduced. These changes make it possible to transfer the functions of re-registration of legal consultations and law offices, law offices and bar associations from the justice authorities to Public Service Centers. The Centers of Public Services are also entrusted with the functions of registration (re-registration) of consumer, industrial, agricultural and horticultural associations.

The Law “On the commissioner under the president of the Republic of Uzbekistan for the protection of the rights and legitimate interests of business entities” has been amended according to which, in order to ensure the activities of the Commissioner for the Protection of the Rights of Entrepreneurs, the office of the Commissioner for the Protection of the Rights of Entrepreneurs, which is a state body with the rights of a legal entity, is being created.

Amendments have been made to the Law “On licensing, permissive and notification procedures” aimed at streamlining the process of creating non-state archives and terminating their activities. In addition, the Law will simplify the procedure for reissuing licenses and permits, which the registration authority will carry out at the request of an economic entity without charging a fee for reissue.
