Construction of Roads in Uzbekistan
Today 98 percent of all cargo and 88 percent of passengers are transported by road. Accordingly, the development of road infrastructure is a priority. Road construction investment projects are funded by major international financial institutions such as the World Bank, the European Bank for reconstruction and development, the Asian Development Bank, the Islamic Development Bank, the Saudi Development Fund and the Kuwait Fund for Arab economic development. In this article, we provide an overview of road construction.

- Road construction controlling bodies
The Inspection for Suprevision of Road Building Works under the Ministry of transport of the Republic of Uzbekistan (hereinafter referred as to “Inspection”) is a government body exercising control over the fields of automobile, railway, marine, metro and road construction. Inspection carries out its activities on the basis of Regulation on the organization of Road’s Supervision Inspection under the Ministry of Transport of the Republic of Uzbekistan (RCM dated December 15, 2023 No. 668), according to which it:
– ensures control over construction, installation, and repair work performed on road construction, as well as over the materials and structures used therein in accordance with the requirements of technical regulation of urban development and project documentation;
– monitors the compliance of technical solutions adopted in the design documentation of a road construction site, makes changes to the design documentation during the construction of the road, in accordance with the requirements of regulatory documents in the field of technical regulation;
– ensures state control over technical, copyright, and internal control of road construction projects in accordance with legislation;
– participates in the commissioning of completed road facilities, monitors diagnostic and laboratory tests to determine the compliance and quality of completed construction, installation, and repair work with the approved project documentation;
– introduces control over unauthorized earthworks on roads, the creation of artificial bumps and obstacles on roads, city streets, and in other populated areas, as well as their restoration;
– submit proposals for improving regulatory and legal documentation in the field of technical regulation in the sphere of urban planning legislation in road construction.
- Road Construction Standards
In the construction of roads, the following urban planning norms and rules are applied:
- ШНК 2.05.02.-23 “Roads. Project requirements”;
- O’zDSt 3074 “Mixtures of concrete and concrete rolled for coating and base”.
However, according to para. 1 of the Decree of the President of the Republic of Uzbekistan “On additional measures to deepen reforms in the construction industry of the Republic of Uzbekistan” dated March 13, 2020No. UP-5963, until December 31, 2028 on the territory of the Republic of Uzbekistan foreign technical regulation documents in the sphere of urban planning (see below) can be applied along with national regulatory documents, including at the stage of examination of project documentation, on condition:
adaptation of project documentation prepared on the basis of foreign regulatory documents with the development of special technical conditions that provide compensatory measures in terms of discrepancies with national regulatory documentswith the involvement of local design and survey organizations;
covering of the costs by the customer (investor) of paying for the services of independent foreign specialists and consultants, attracted, if necessary, by the authorized body when considering the adapted project documentation, regardless of the result of such consideration.
